Details: The law states that citizens can be summoned to appear at a military enlistment office via SMS.
Communication operators will be forced to send out messages based on lists from military commissions and the KGB, as well as to provide information on subscriber numbers of conscripts within a week of the request.
At the same time, citizens must inform employees of the military commissariat about changing their personal phone numbers.
Such innovations will operate both during mobilisation and during training.
In addition, the law provides for increased punishment for failure to appear at the military commissariat.
The fines for failure to appear are planned to be increased, and the term of imprisonment or community service upped from two to three years.
