Biden announces $ 7.9 billion defense aid for Ukraine, new Russia sanctions

On 26 September, US President Joe Biden announced a $7.9 billion defense aid package for Ukraine and new sanctions against Russia. The announcement came ahead of his scheduled meeting with Ukrainian President Volodymyr Zelenskyy at the White House later today.

The announcement comes 40 days before the US presidential election, where incumbent Vice President Kamala Harris, a strong supporter of Ukraine, faces former President Donald Trump, whose rhetoric has become increasingly anti-Ukrainian. Russia began its full-scale invasion of Ukraine in February 2022.

In a statement, President Biden outlined the key components of the aid package, which aims to bolster Ukraine’s defense capabilities against ongoing Russian aggression. The package includes:

  • Allocation of all remaining security assistance funding appropriated for Ukraine by the end of Biden’s term in office.
  • $5.5 billion in Presidential Drawdown Authority to support the drawdown of US equipment for Ukraine and replenish US stockpiles.
  • $2.4 billion in security assistance through the Ukraine Security Assistance Initiative, providing air defense systems, Unmanned Aerial Systems, and air-to-ground munitions.
  • The provision of Joint Standoff Weapon (JSOW) long-range munitions to enhance Ukraine’s long-range strike capabilities.
  • An additional Patriot air defense battery and Patriot missiles to strengthen Ukraine’s air defenses.
  • Expanded training for Ukrainian F-16 pilots, including support for an additional 18 pilots next year.

President Biden stated,

“Through these actions, my message is clear: The United States will provide Ukraine with the support it needs to win this war.”

The announcement also included new measures to counter Russian sanctions evasion and money laundering. The Department of Justice, Department of the Treasury, and US Secret Service have taken action to disrupt a global cryptocurrency network in coordination with international partners.

The US President also announced plans to convene a leader-level meeting of the Ukraine Defense Contact Group also known as the Ramstein Group Meeting in Germany next month to coordinate efforts among the more than 50 countries supporting Ukraine’s defense.

Ukrainian President Volodymyr Zelenskyy expressed gratitude for the announced aid package and sanctions against Russia, as reported by Ukrinform.
