Borrell to EU: “Doing nothing is not an option” for Ukraine’s ammunition shortage

The European Union’s High Representative for Foreign Affairs, Josep Borrelll, has issued a stark call to action for EU countries to bolster Ukraine’s defense efforts against Russia’s ongoing invasion. In a letter to EU foreign and defense ministers, Borrelll emphasized the urgent need for ammunition, stating, “Ukrainian soldiers are hampered in their fight against the aggressor – because they lack ammunition.”
The EU has committed to significant ammunition donations, with a target of one million rounds by March 2024. However, progress has been slower than anticipated, with only 330,000 rounds donated so far. Earlier, Borrelll stated that the EU aims to fulfill this promise by the end of 2024.
Borrelll’s letter, which was seen by Politico, outlines several strategies for EU member states to support Ukraine, including tapping into existing stockpiles, placing orders with European manufacturers, purchasing readily available ammunition on the market, and financing Ukrainian industry. He underscored the necessity of immediate action, saying, “Doing nothing is not an option.”

Borrelll also highlighted the importance of transparency in EU countries’ bilateral support for Ukraine, noting that France, one of Europe’s major military powers, has been particularly lackluster in its aid efforts. According to Politico, Borrll urged member states to disclose what they are doing at the bilateral level, where the EU has no oversight.
In his closing remarks, Borrelll stressed the significance of collective action for the security of both Ukraine and Europe, stating, “Together, I believe we can make a difference – for Ukraine and for the security of Europe – but this require [sic] immediate action. Time is of the essence.”
