CNN has outlined the key aspects of a peace plan proposed back in April by Keith Kellogg, Trump’s special envoy for the Russo-Ukrainian war. The plan provides for the complete lifting of sanctions against Russia.

Details: According to the article, Kellogg proposes to partially ease sanctions against Russia in exchange for an agreement to cease fire, freeze the front line, and introduce a demilitarised zone in Ukraine. If Russia signs a peace deal, sanctions will be lifted altogether.

Kellogg's plan does not imply that Ukraine would give up the territories occupied by Russia, but reclaiming them would be done through diplomacy alone. Ukraine would have to recognise that regaining the occupied lands "would require a future diplomatic breakthrough", which is unlikely to happen before Putin leaves office.

Trump's special envoy says that foremost, "it should become a formal US policy to seek a ceasefire and negotiated settlement".

Kellogg's peace plan also states that future US aid – likely in the form of a loan to Ukraine – will depend on the progress of peace talks between Kyiv and Moscow. The US will arm Ukraine to the extent that it can defend itself and stop any further Russian offensives before and after any peace deal.

According to the author of the article, Kellogg is of the opinion that the US does not need to be involved in another conflict, and its own arms stockpile has been reduced because of aid to Ukraine, leaving the US potentially vulnerable in a possible conflict with China over Taiwan.

He also believes that Ukraine's NATO membership should be put on hold indefinitely "in exchange for a comprehensive and verifiable peace deal with security guarantees".
