Dmytro Lubinets, Ukrainian Parliamentary Commissioner for Human Rights, says that there is a preliminary agreement with Russia that in 2025, prisoner of war exchanges will be conducted regularly, with priority given to seriously ill and seriously wounded POWs.

Quote from Lubinets: "There is a preliminary agreement that exchanges in 2025 will become systematic, with the priority given to bringing back seriously ill and seriously wounded people.

We also agreed that each Ukrainian prisoner of war and civilian hostage would receive a package of goods from Ukraine with the help of the International Committee of the Red Cross. We will see whether the Russian side will keep its word."
