Ukrainian President Volodymyr Zelenskyy outlined the core aim of Ukraine’s victory plan, which seeks to establish conditions preventing Russia from prolonging the war.

During a joint press conference with Italian Prime Minister Giorgia Meloni on 11 October, Zelenskyy said that Ukraine is currently presenting details of its victory plan to Western partners. The plan, he said, is designed to bring about a “just peace.”

In late September, Zelenskyy visited the US and met with key figures, including Biden, Harris, and Trump, presenting them with the victory plan. The five-point plan reportedly includes an official invitation for Ukraine to join NATO and a commitment to a sustained supply of advanced weapons.

“If we implement the victory plan through cooperation with our partners, Russia will no longer be able to continue this war and will be forced into peace. This is the essence of the victory plan,” Zelenskyy said during the press-conference with Italian PM.

The president emphasized that the top priorities are “strengthening Ukraine’s position and creating conditions for honest diplomacy.”

Zelenskyy’s statements come amid recent media reports suggesting he might be open to a ceasefire without acknowledging territorial losses. These reports also claimed that Zelenskyy sought assurances from Italy, France, and Germany for Ukraine’s swift accession to the European Union.

Dmytro Lytvyn, the Ukrainian president’s communications advisor, refuted these claims from Italian media. According to Lytvyn, the victory plan, which will soon be presented to the United Kingdom, France, Italy, and Germany, is a tool to advance the implementation of the Peace Formula.

Ukrainian President Volodymyr Zelenskyy was to unveil his “victory plan” during the next Ukraine Defense Contact Group meeting, scheduled for 12 October in Germany. This gathering, known as the Ramstein meeting, should have been marked as the first to be conducted at the leader level.

However, US President Joe Biden and Blinked canceled their trips to Germany for the Ramstein meeting due to Hurricane Milton in Florida. Later, Ukraine confirmed that the meeting had been postponed.
